Short answer: Texas sits in the federal South efficiency region, which carries a higher minimum than the North. Since the standards that took effect on 1 January 2023, residential cooling equipment is rated under SEER2 rather than SEER — a different test procedure, so the two numbers are not directly comparable and a SEER2 figure will always look lower than the SEER figure for the same machine.

Why the Rating Changed

SEER — Seasonal Energy Efficiency Ratio — measures cooling output over a season against the electricity consumed. The number itself was never the problem. The test conditions were.

The original procedure tested equipment against a very low external static pressure, which is to say against almost no duct resistance at all. Real houses do not work that way. A real system pushes air through a duct system with bends, restrictions and length, and the blower has to work considerably harder to do it. Equipment therefore performed better on the test bench than in the field, and the published number systematically overstated what a homeowner would actually get.

The SEER2 procedure raises the external static pressure the equipment is tested against, so the rating reflects operation against realistic duct resistance. The capacity split is worth noticing, because it catches people out.
