The R-454B Refrigerant Change Explained
What actually changed on 1 January 2025, what it means for your existing system, and the one case where it genuinely should affect a decision.

Short answer: nothing about your existing air conditioner became illegal, unserviceable or obsolete. What changed on 1 January 2025 is that new residential systems manufactured for the US market moved to lower-global-warming refrigerants — principally R-454B — under the federal HFC phasedown. Your R-410A system can still be repaired and recharged. It only becomes a factor in a decision when a repair involves refrigerant on equipment that is already old.
What Actually Changed, and When
The change comes from the American Innovation and Manufacturing (AIM) Act, under which the EPA is phasing down production and consumption of hydrofluorocarbon refrigerants and restricting which of them may be used in new equipment. For residential air conditioning and heat pumps, the effect was that systems manufactured for the US market from 1 January 2025 use refrigerants below a specified global-warming-potential threshold.
R-410A, the standard for roughly two decades, sits above that threshold. R-454B sits well below it, which is why it has become the dominant replacement across the residential market, with R-32 used by some manufacturers.
Three things this did not do, because all three are common misunderstandings:
- It did not ban R-410A. Production is being phased down on a schedule; the refrigerant remains available for servicing existing systems.
- It did not require anyone to replace working equipment. There is no retrofit obligation on homeowners.
- It did not make existing systems unserviceable. Contractors continue to repair and recharge R-410A equipment.
What "A2L" Means and Why It Is on the Label
R-454B carries the ASHRAE safety classification A2L: low toxicity, mildly flammable. R-410A is A1, non-flammable. This is the substantive technical difference and it is worth understanding rather than being alarmed by.
A2L refrigerants require a relatively energetic ignition source to burn and do not propagate flame readily. The equipment built for them includes design features that reflect the classification — leak detection, mitigation controls, specific installation practices — and the codes and standards governing installation were updated to accommodate them. For a homeowner the practical consequences are that the new equipment is not interchangeable with the old, that servicing it requires appropriately trained and equipped technicians, and that installation requirements are somewhat different.
The 2026 Update: R-410A Equipment Can Still Be Installed
This changed after the transition began, and it is the part most likely to come up in a quote you receive today.
Under the original rule, contractors faced a 1 January 2026 deadline after which R-410A equipment could no longer be installed, even if it had been legally manufactured before the 2025 cutoff. The EPA has since reversed that. A final rule effective 27 July 2026 permits the continued installation of R-410A units manufactured or imported before 1 January 2025 until existing stock is depleted.
Two practical consequences for a Rockwall homeowner:
- You may legitimately be offered a new R-410A system. That is lawful remaining stock, not a contractor cutting corners, and it is often cheaper.
- Weigh that discount against the refrigerant's trajectory. R-410A production is scheduled to decline sharply over the coming decade, so a system bought today on that refrigerant will face rising service costs across its life. For a fifteen-year purchase the saving has to be substantial to be worth it.
Ask directly which refrigerant a quoted system uses. Both answers can be reasonable; what matters is that you know which one you are buying.
What This Means for Your Decisions
If your system is working: do nothing. There is no upgrade obligation and no efficiency case strong enough on its own to justify replacing functioning equipment.
If you need a small repair on an R-410A system: proceed normally. A capacitor, contactor, motor or drain repair has nothing to do with refrigerant.
If you need a refrigerant-related repair on an older R-410A system: this is where it enters the calculation. A leaking evaporator coil at $1,200–$2,800 on a thirteen-year-old system was already marginal on the one-third rule. The prospect of R-410A costs rising as production declines through the remaining life of that system pushes it further toward replacement. Not decisively — but it belongs in the arithmetic.
If your system runs R-22: the decision is largely made. R-22 has not been produced or imported in the United States since 2020, so servicing means reclaimed material at reclaimed-material prices, and any repair requiring a significant charge usually costs enough to settle the question on its own.
If you are replacing: you will be getting R-454B equipment, and the important thing is that indoor and outdoor units are a properly matched pair.
